The NOTAPECoin community embraces self-governance through the NOTAPECoin DAO, a decentralized governance framework central to the Ecosystem Fund. This DAO operates on a proposal-based system, enabling members to democratically decide how the Ecosystem Fund, managed by the NOTAPE Foundation, will be utilized to foster a diverse and resilient ecosystem that includes all but the ape-centric NFT community.

This governance guide provides an overview of the proposal process. As a dynamic document, it is designed to grow and adapt with the valuable feedback and active participation of the NOTAPECoin DAO community.

NOTAPECoin DAO is rolling out its community-driven governance through a structured proposal process, inspired by the well-established model used in Ethereum’s EIP system. This approach has been adapted and tailored to suit the unique needs and inclusivity (except for ape NFT holders) of the NOTAPECoin community.

The NOTAPECoin DAO's consensus mechanism is designed to ensure that voting is fair, transparent, and affordable, enabling all NOTAPECoin holders to actively engage in the DAO's decision-making processes.

In time, NOTAPECoin DAO plans to evolve its proposal and voting systems into a fully on-chain platform, shaped according to the community's vision. This transition will be achieved by:

  • Recruiting DAO members for administrative, project management, and moderation roles, taking over from the initially appointed team.

  • Establishing a community-steering committee to guide and direct the DAO's initiatives.

  • Implementing on-chain voting to enhance transparency and ease of participation for all NOTAPECoin holders.

  • Conducting annual elections to select members for the DAO’s Board. The initial Board will serve a shorter term of six months as a starting point.

NOTAPECoin DAAO TERMINOLOGY

  • NIP (NOTAPE Improvement Proposal): A document proposing a new feature, project, activity, goal, piece of information, or change to any proposal already implemented in the NOTAPECoin ecosystem.

  • NIP Idea: The initial stage in crafting an official NIP, presented to the community for gathering informal feedback over seven days.

  • NIP Draft: The second stage in developing an official NIP, possible only after the original NIP idea has received a week of community feedback. A NIP draft is submitted to a moderator using the established NIP templates.

  • NIP Template: The preset format for a NIP draft, varying slightly based on the nature of the proposed NIP.

  • NIP Author: A DAO member responsible for initiating the NOTAPE Improvement Process by presenting the idea to the community and incorporating feedback into the NIP draft. Any NOTAPECoin holder can be a NIP author.

  • NIP Categories: The classification system for organizing NIPs by their nature or intent, including Core Proposal, Ecosystem Fund Allocation Proposal, Brand Decision Proposal, Process Proposal, and Informational Proposal.

  • Core Proposal: A proposal central to the DAO's activities, with potential subcategories evolving over time.

  • Ecosystem Fund Allocation Proposal: A proposal regarding the use of the Ecosystem Fund, a subset of Core Proposals.

  • Brand Decision Proposal: A proposal related to the community's branding decisions, separate from Ecosystem Fund Allocation but potentially involving associated costs. Another subset of Core Proposals.

  • Process Proposal: Proposals for changes to processes or implementations, like guidelines, decision-making processes, or environmental tools for the DAO or Foundation.

  • Informational Proposal: Provides general guidelines or information to the community but doesn't propose a new feature.

  • Resubmission Proposal: A previously submitted proposal that did not pass, requiring a special template for resubmission stating the reasons for initial failure and how the resubmission differs.

  • NIP Analysis Report: A report by a project management team to ensure all costs, implementation steps, legal considerations, third-party reviews, conflicts of interest, and other implications are thoroughly considered. A service to the community, given the limited resources of NIP authors.

  • NIP Draft & Analysis Report (NIP DAR Package): The combination of the NIP Draft and the NIP Analysis Report, considered together post-analysis as they are integral to each other.

  • NIP Moderation: The review of a NIP DAR Package to determine if the NIP draft meets the DAO-approved guidelines, allowing it to become a Pending NIP.

  • Pending NIP: The status of a NIP after passing NIP Moderation.

  • Post-Moderation Tagging: Tagging all Pending NIPs that have been through analysis and moderation. Tags include "Straight to Vote" for straightforward, low-risk proposals, and "Needs Administrative Review" for more complex or risky proposals requiring Board review.

  • Administrative Review: Evaluating Pending NIPs tagged as "Needs Administrative Review" to decide whether to halt or send them to community vote.

  • Return for Clarification/Reconstruction: Classifications requiring the NIP author to clarify or restart the proposal process due to various issues like unclear costs, conflicts with active NIPs, or violations of legal or DAO standards.

  • Weekly NIP Release/Voting Close: The schedule for releasing and closing voting on NIPs.

  • Live NIP: A NIP that has passed all approval stages and is open for community voting.

  • Final NIP: A NIP that has completed the voting process, categorized as Accepted or Rejected.

  • Implementation of Accepted NIP: The process for enacting a community-approved NIP based on outlined steps in the Draft/Template and Analysis Report phases.
